Twinblast is actually pretty easy for Kallari to counter. In the early game you will want to avoid any 1v1 against him because it can be hard to stay on him. Mid and late game your R will hurt him bad enough to get him to run away, and you can usually finish him off with a quick dagger throw. If he isn't close enough for a dagger to finish him I suggest either backing off or jumping towards him to get a couple of LMB hits on him followed by a dagger. If he starts his special quickly stealth and get out of the way until it is over.
